Creating the conditions for performance

By accompanying entrepreneurs, public authorities are undoubtedly helping to give shape to their projects. In 2001, at a time when local companies were rare in the Nord-Pas de Calais region and regional entrepreneurs only rarely resorted to existing networks, the government launched the first Regional business set-up and take-over programme (Programme régional pour la création et la transmission d’entreprise or PRCTE).  It is hard to tell which of the entrepreneurship aids – help drawing up business plans, business set-up grants, the organisation of regional and national forums, etc. – played the greatest part. In any event, the number of set-ups increased by 64% between 2002 and 2007! On a national scale, the 148 Chambers of commerce and industry are improving their business accompaniment system: every year, approximately 2,000 advisers across France support 330,000 project carriers benefiting from the same high standard of help, not least a personal interlocutor, a national database, and support in any complex administrative tasks… In Finland, the Y4 project encourages public organisation measures for the development of local entrepreneurship. The aim is to make Central Finland the most proactive region in the world in terms of entrepreneurship. Worldwide, the OECD encourages the exchange of good practices between countries and local economic development through its LEED (Local Economic and Employment Development) programme.  Via network promotion, entrepreneurship development, the implementation of various tools and the exchange of good practices, the government is indeed able galvanise entrepreneurial performance.

The vision of the Y4 project is to make the “Finland Central” region the most proactive entrepreneurial region in the world. The main strategy is to promote a change in the public operational culture by giving it a routine entrepreneurial procedure. To do this the programme combines over 50 communes that apply the methodology to promote entrepreneurship from the crèche to active and professional life.

Started in 1991, the Foundation for Promotion of Entrepreneurship has the objective of promoting the principles of modern management and the integration of private enterprise culture in the Lodz region. This role, which has been performed since the entry of Poland into the European Union will allow the wider distribution of the values of ethical and efficient Entrepreneurship among regional entrepreneurs.

The Nord-Pas de Calais regional council, the Nord and Pas-de-Calais departmental councils, and the Caisse des Dépôts et Consignations have decided to coordinate their work to encourage the development, creation and transmission of businesses in the Regional Business Creation and Transmission Programme (PRCTE). Since 2000, its aim has been to increase the legibility and effectiveness of actions intended to develop the enterprise spirit and to construct a global environment favourable to the implementation of creation and transmission projects.
